The Regulator's announcement exposes the weaknesses in the present
system. When we saw the Regulator earlier this week, we discussed
the sanctions available to him. We made clear our view that the
regulation of the rail industry, and the sanctions available to the
regulators, need to be strengthened. Railtrack receives vast amounts
of public money each year. We need a system of regulation which
guarantees that this money is spent in the public interest, on
facilities and services which benefit the travelling public and
railfreight customers.

We will be conducting a thorough review of rail regulation in line
with our manifesto commitment to introduce a strategic rail authority
and to have tougher regulation of the privatised rail industry."
